Experience from around the world exposes the mixed but generally poor record of international agencies, governments and others who have tried to restore order and lead development in places recovering from conflict.
Recurring mistakes have been made everywhere from Afghanistan to Gaza, from Haiti to the Balkans.
The problem is not a lack of will. Indeed a ‘can-do’ attitude often thrives in these places.
Nor is the problem always a lack of money. Governments do recognise post-conflict reconstruction as a priority, and many in the private sector have been willing to assist.
The problem is that there is no single problem, and hence no easy remedy for reviving countries ravaged by war. Restoring order, inducing stability and Rule of Law and initiating economic recovery requires different approaches in different theatres at different times.
And knowing which approach to offer a society requires expertise.
